The Administrator is responsible for the overall operation of the Residential Care Facility for the Elderly (RCFE) in accordance with California Department of Social Services (CDSS), Community Care Licensing Division (CCLD) regulations (Title 22). The Administrator ensures regulatory compliance, quality resident care, staff supervision, financial oversight, and maintenance of a safe and supportive environment for residents.
The Administrator must hold a valid California RCFE Administrator Certificate and meet all continuing education requirements as mandated by the State of California.

The Administrator is responsible for the overall operation of the Residential Care Facility for the Elderly (RCFE) in accordance with California Department of Social Services (CDSS), Community Care Licensing Division (CCLD) regulations (Title 22). The Administrator ensures regulatory compliance, quality resident care, staff supervision, financial oversight, and maintenance of a safe and supportive environment for residents.
The Administrator must hold a valid California RCFE Administrator Certificate and meet all continuing education requirements as mandated by the State of California.
Regulatory Compliance (Title 22)
- Ensure full compliance with California Code of Regulations, Title 22 governing RCFEs.
- Maintain current RCFE Administrator certification (minimum 40 hours continuing education every 2 years).
- Ensure compliance with CDSS licensing requirements and inspection readiness.
- Maintain required documentation, incident reports, and resident records.
- Report unusual incidents to Community Care Licensing as required.
- Ensure compliance with dementia care regulations (if applicable).
Staff Leadership & Supervision
- Recruit, hire, train, and supervise staff in accordance with California labor laws.
- Ensure staff meet required training hours (including dementia training if applicable).
- Maintain appropriate staffing levels per resident needs and state requirements.
- Conduct performance evaluations and corrective actions when necessary.
Resident Care Oversight
- Ensure resident assessments and care plans are completed and updated per Title 22 requirements.
- Oversee medication management policies and procedures.
- Ensure residents’ rights are always protected.
- Address resident and family concerns promptly and professionally.
- Ensure admission agreements comply with California regulations.
Financial & Administrative Management
- Develop and manage facility budget.
- Oversee billing, accounts receivable, and financial reporting.
- Approve expenditures and manage vendor relationships.
- Maintain required insurance coverage and liability protections.
Safety & Risk Management
- Maintain compliance with fire safety and emergency disaster plans.
- Conduct and document required emergency drills.
- Oversee infection control procedures.
- Ensure OSHA and workplace safety compliance.
- Maintain facility plant compliance (physical environment standards).
Community & Marketing
- Promote positive relationships with residents, families, and the community.
- Support occupancy and census growth.
- Represent the facility during licensing visits and community events.
Required Qualifications
- Valid California RCFE Administrator Certificate in good standing.
- Must be at least 21 years of age (per CA regulations).
- Completion of required 80-hour Initial Certification Training Program (ICTP).
- Minimum 1–3 years management experience in assisted living, RCFE, or healthcare setting (preferred).
- Knowledge of California Title 22 regulations.
- Current CPR/First Aid certification (if required by facility policy).
- Criminal background clearance through DOJ/FBI and Community Care Licensing.
